Media registration in Ukraine

It is important to remember that Ukraine has several laws that  state the rules for the creation and operation of mass media.

Media is a printed publication with the same name. It comes out with a certain frequency. The law does not prohibit the publication of printed publications with placement on the pages of informational articles. An exception is the dissemination of information that calls for popular unrest, extremist content, or calls for the oppression of national minorities or representatives of different religious denominations. When receiving the right to issue media, the owner pays a certain amount to the State Treasury. Its size ranges from 14 to 100 minimum incomes of citizens. Of course, not taxable. If you plan to distribute a printed publication for free, you do not need to pay the registration fee.

Features of registration of mass media

Only after passing the state registration, you can issue a printed edition. The founder is the person who designed the media. All the others are co-founders. It should be noted that the need to fix a newspaper or magazine does not depend on the circulation. Even if you issue one unit once a year, you still need to register.

Applying the registration authority is the first stage of media registration.

The application must contain:

  • type of printed publication;
  • the founder and co-founders, if any, are indicated;
    • the language in which the media are planned to be published;
    • who is the target of the information (for example, the local population);
  • publication principles and main topics of articles;
    • legal address;
    • actual location of the editorial board;
  • the volume of the publication and its format.

A passport and other documents may be requested from the founder if there are unclear points. It is necessary to treat this with understanding.

Where to carry the application?

If you plan to distribute the media throughout the country, you will not be able to avoid a visit to the State registration service here. The issuance of a newspaper or magazine for distribution in one locality may be registered with the local Department of Justice.

The application is considered within a month. After that, the founder is issued a formalized decision. It is important to note that the right to issue a print media is not allowed in every case. The public authority may refuse to register or suspend the review process.

Payment of the registration fee in the prescribed amount is made only after confirmation of a positive decision on registration. According to Ukrainian law, the procedure for fixing the media itself cannot last more than 15 days.
